 IPOB Declares Authority to Deploy ESN Operatives Across Biafraland Without Local Permission



The Indigenous People of Biafra (IPOB) has asserted its leadership’s unilateral mandate to protect Biafran territory by deploying Eastern Security Network (ESN) operatives against perceived threats from Fulani herdsmen, Islamic jihadists, and associated terror groups, without seeking approval from community leaders, traditional rulers, or politicians.


In a press statement issued on April 30, 2026, the Directorate of State (DOS) of IPOB described the activities of Fulani herdsmen and jihadist elements as an “existential threat” to the ethnic nations within Nigeria. IPOB accused the Nigerian government and its security forces of being both unwilling and unable to safeguard lives and property in Biafraland.


“The Nigerian government and its security apparatus are both unwilling and incapacitated to secure the lives and property of the Biafran people,” the statement read. It further criticized politicians of Biafran extraction, state governors, community leaders, and traditional rulers for abdicating their responsibilities to protect the region.



Citing a direct mandate from the Biafran people, the DOS declared that IPOB leadership holds full authority to secure borders and guarantee a safe environment. The statement outlined four key positions:


1. IPOB leadership possesses the mandate to protect Biafraland and all residents living peacefully within the territory.  

2. The DOS has the authority to assign ESN operatives to any community or part of Biafran territory to eliminate security threats posed by Fulani herdsmen, terror groups, and Islamic jihadists.  

3. The Directorate will not seek permission from any community leader, traditional ruler, or politician before deploying operatives to address threats.  

4. IPOB intelligence units have been instructed to proactively identify planned invasions, gather details and coordinates of threats, and enable rapid deployment of ESN forces.


The statement emphasized that the DOS is monitoring individuals in certain communities allegedly collaborating with the Nigerian state to facilitate access for jihadists and terrorists. “The DOS want to assure them that we have unassailable intelligence on who they are and their activities of sabotaging ESN operatives and betrayal of our land,” it warned. “We can only ask them to desist before it is too late.”


The press release was signed by Mazi Chikadibia Edoziem, Head of the Directorate of State of the Indigenous People of Biafra (IPOB).


This latest assertion of operational independence by IPOB comes amid longstanding tensions in Nigeria’s southeast region, where the group has previously positioned the ESN as a self-defense network against banditry, kidnapping, and herder-related violence. IPOB has long advocated for the self-determination of Biafra, a Self determination movement that dates back to the Nigerian Civil War of 1967–1970.


As of the time of this report, neither the Nigerian federal government nor state authorities in the southeast have issued an official response to the April 30 statement. Local observers anticipate heightened security concerns and possible reactions from affected state governments and traditional institutions.
