 Ejiofor Writes Soludo, Accuses Agunechemba Operatives of Abuse, Electoral Interference and Threats in Oraifite

Human rights lawyer Sir Ifeanyi Ejiofor has written an open letter to Anambra State Governor Chukwuma Charles Soludo, calling for an urgent investigation into alleged misconduct by some operatives of Agunechemba, also known as Operation Udo Ga-Achi, in Ekwusigo Local Government Area, particularly in Oraifite.

The letter, dated 17 September 2026 and signed “Sir Ifeanyi Ejiofor, Esq. (KSC), Dunu-Ezeugosinachi,” says it is not an attack on the security outfit itself. Ejiofor argues that the legitimate purpose of the force must not be compromised by individual operatives, commanders or political actors who, he claims, have used it for private or political ends.

He cites the Anambra State Homeland Security Law, 2025, which established Agunechemba to assist the police in preventing and detecting crime, preserving order and handing suspects to the police. The same law, he notes, created a State Security Supervisory Committee to monitor units, enforce compliance and intervene in disputes with the police and other agencies.

Bye-election raid alleged

Ejiofor says that on 16 August 2025, during the INEC bye-election for Anambra South Senatorial District, a large contingent of Udo Ga-Achi operatives arrived at the Oraifite residence of Engr. Dr. Emeka Okwuosa, CON, of Oilserv Limited, who had returned home to vote. According to the letter, they came in Siena buses and Hilux vehicles, fired into the air for about 30 minutes and tried to force entry while brandishing cutlasses, AK-47 and AK-49 rifles and charms, on the claim that electoral materials were stored there. He says that claim was later found to be unfounded and that the law establishing the outfit does not authorise electoral operations.

He alleges the operation was led by Vincent Dike, President-General of the Oraifite Improvement Union; Ikenna Ofodeme, Majority Leader of the Anambra State House of Assembly; Ugochukwu Nnajiofor, popularly known as “Man Pass Man”; and other commanders. He says he has CCTV and video from the scene and urges an independent examination.

APGA primary disruption alleged

The lawyer further alleges that during the APGA House of Assembly primary at the Ekwusigo Local Government headquarters, Ofodeme entered the venue with armed Agunechemba operatives led by Nnajiofor. He says their presence disrupted collation and counting and put the integrity of already recorded results in doubt. Any claim that armed personnel were used to influence a party primary, he writes, should attract prompt, impartial investigation.

14 September operation in Oraifite

Of more immediate concern, Ejiofor writes, is an incident on 14 September 2026 at about 6 p.m. He says Udo Ga-Achi operatives entered parts of Oraifite, abducted youths and other road users, especially motorcycle riders, and confiscated motorcycles, phones and other belongings. Their only “offence,” he claims, was exercising freedom of movement on a road built by the state government.

Some of those taken, he says, were first held in Oba and later moved to what he describes as a “most deadly” detention facility of the outfit in Awka. He adds that the Oraifite Community Security Outfit — which he describes as an arm of Agunechemba under Dike’s leadership — later intercepted some of the visiting operatives at Aba-Uzoinor Junction on Nkwo-to-Nkwo Road. A confrontation followed before the situation was de-escalated. One vehicle belonging to the visiting team was seized and kept at a facility at the Civic Centre under Dike’s control, then released after intervention by Udo Ga-Achi leadership from Awka, the letter states.

Audio recording and alleged charm plot

Ejiofor says that on 16 September 2026 an audio recording circulated in which a voice identified as Nnajiofor’s gives instructions on the preparation and deployment of charms for an attack on him, after, he claims, physical attacks had failed. He identifies Nnajiofor as the Udo Ga-Achi commander overseeing Oraifite and Ekwusigo and says that role heightens his fear of harm to himself or his family.

He places on record that if anything happens to him or his family in connection with these threats, authorities should hold Nnajiofor, Dike and Ofodeme accountable “as may be established by the available evidence.”

Call for retraining and command review

With another general election approaching, Ejiofor urges comprehensive retraining, legal re-orientation, operational supervision and human-rights sensitisation of Agunechemba personnel. The aim, he says, is to strengthen the outfit, not weaken it. He also asks the governor to subject persons with command influence in the affected areas — including Nnajiofor and Ofodeme, whom he accuses of abandoning legislative duties to act as overall head of the outfit — to administrative, operational and, where evidence warrants, criminal scrutiny. He stresses this is a call for investigation, not predetermined condemnation.

He repeats that many operatives have shown courage and discipline and that Anambra needs an effective community security architecture. His concern is that isolated indiscipline, political interference or personal vendetta could contaminate an institution created to protect the public.

“If security operatives become answerable to political patrons rather than to the law,” he writes, “the citizen ceases to know whether the person approaching him in uniform comes as a protector of the law or as an agent of another person’s private interest.”

Appeal for intervention

Ejiofor asks Soludo to order an independent investigation, tighten command and accountability across Agunechemba units, begin professional and legal re-orientation where needed, and ensure that no political, personal or communal interest appropriates state security machinery. He says a decisive intervention now would restore public confidence and reaffirm that no person is above the law in Anambra State.

The allegations in the letter have not been independently verified in this report. There was no immediate public response from Government House, Awka, or from the named individuals at the time of writing. Similar accusations by Ejiofor against the same three men over alleged threats in Oraifite were first made publicly in December 2025.
