US notifies Congress of $2.68 billion Ukraine air defense package
The State Department has notified Congress of a possible $2.68 billion Foreign Military Sale to Ukraine for air defense upgrades and related support, according to a Friday notification.
If completed, the purchase would be financed through a mix of European contributions and leftover U.S. Foreign Military Financing appropriated under the Biden administration. The U.S. portion would be counted as a one-to-one capital contribution to the Ukraine Reconstruction Investment Fund.
The request covers so-called S-300 Clone interceptors intended for Ukraine’s existing S-300 launchers, replacing Russian missiles that are no longer available; GAM-67 surface-to-air missiles described as designed for mass production; range-extended laser-guided air-defense rockets aimed at drones; RPS-202 counter-UAS radars; Improvised Transporter Erector Launcher 1.5 systems; and mobile launcher modification kits, plus spare parts, software, training materials, and logistics support.
The items were listed as non-major defense equipment. Quantities and delivery timelines were not disclosed. Contractors would be chosen through competitive U.S. procurement, and the sale remains subject to congressional review.
The State Department said the package would strengthen Ukraine’s ability to conduct self-defense and regional security missions. Ukraine, it added, would have no difficulty absorbing the equipment.
